For the top/mini dress she wears, you probably just need to find a basic T-shirt pattern and lengthen it slightly. Material-wise, try to find something quite stretchy so you don't have to use a zip to get it on. Then just Add some white and red stripes round the bottom.
I don't actually know how to make boots and gloves, but I suppose you could probably find white boots and gloves somewhere, then you'd just need to either sew on or iron on some red stripes.
For the 'R' on the top, there's a sort of sticky-iron on material you can get, can't remember exactly what it's called but if I find out I'll tel you, just cut an 'R' out of red material, peel off the back of the iron-on and iron it onto thetop.
For the high white neck on the top, you might want to use part of a different pattern - with a high neck - and sew it with black thread onto the inside of the top.
